Was the NCAA Death Penalty developed specifically to kill SMU?

So Im watching the SMU 30 for 30. There's a scene where they discuss the 1985 NCAA session where the "repeat violator" was formally put in the bylaws. At the time, SMU was on probation with heavy sanctions. Since SMU got the penalty, the NCAA has admitted the penalty is too harsh and probably won't hand it out again.

While the NCAA has always had the power to ban teams, is it safe to say that the formality of development of the repeat violator rule was done specifically to hammer SMU?

NCAA has always had an uneven enforcement and punishment system. It really is criminal that the NCAA has that power. It went wrong in the 1950s and has never improved.

So much misinformation in your post.

They were just keeping up with the Jones'. DMN and DST killed the Ponies. A media war is the worst thing for any program.

OP you knew UK was shut down in the 50's under Rupp and ULL was shut down in 70's?

Coog High had 250 major violations in 88/89 but because of the damage the NCAA didn't do anything.

It wasn't SMU who thumbed their nose it was Logan Sherwood who thumbed his nose at SMU. They told him to scale back.

The people who got paid were not the Dickerson group it was the Dupard group. To say it was just SMU thumbing their nose also is incorrect, it was the whole conference. Also around that time USC and UCLA got hit for same thing and nothing happened tv ban.

Yoeman had a drawer in his desk with cash that players came and got. The school sanctioned that after they were hit a decade earlier for same type thing.

8 of the 9 SWC teams were on probation for same thing, just Texas used their pull to hammer SMU because they got embarrassed.

Yoeman when he got removed was asked to leave AFCA but Coog High kept him as a fund raiser but SMU thumbed their nose?

You have any good sources in Austin?

SWC got down and dirty. Everyone was playing the game. Somebody didn't like that so much.

More likely targeted at Tarkanian. They really really really hated that he fought back.

When they felt forced to apply it to a bigtime football school, they made it clear they would never do it again.

By then NCAA had already set the pattern of investigating some schools and overlooking others.

Auburn and Texas A&M were certainly punished inn 1957 while others were not who were doing the same things.

It continues with Ole Miss 2016. They are likely violating rules, but I doubt they are the only ones.
