I feel like the title is a little sensational. Isn't this small-scale fuel independence when already given a power source for producing fuel? Gives the carriers a tactical advantage.

It just the title of the article, so probably a little sensational.

But this technology could have huge implications. Not immediately, but once it has been researched and improved upon even more who knows.

I think of the military as fairly autonomous, if the military went wild and decided to invade South America, I don't think the entire continent could stop them.

Equally, if they develop something, there's no PR campaign that can stop the military. It really is like it's own little country, with its own rules and articles.

since it is the military, how long have they been able to do this if we are hearing about it now.

Also wouldn't it be cool if they could make a small converter (or whatever it is called that makes the fuel) that would fit on a drone and then the drones could go and land in the ocean for 30 minutes, suck up some water, convert some fuel and be back in the air.

The oil companies won't give a shite. The reason the navy is excited is because they have an abundance of seawater and they don't care what it costs. The ability to have an infinite gas tank far outweighs the lost efficiency and cost to them.

Oil companies are already working on far more efficient sources of hydrogen. Building a hydrocarbon fuel out of CO2 is literally about as arse backwards as it gets, from a chemistry standpoint.
