Yes, but they still fall w/in the parameters of the ACA. You're actually referencing instances of them making things more efficient by trimming the fat while still offering an ACA compliant plan.
It's not "trimming the fat." It's increasing deductibles, reducing provider reimbursement (and thereby narrowing the provider network) and decreasing coverage.

eta- you also left off where we were spending a lot of money advertising in Mexico on how to come and apply for welfare and food stamps.
Done went full retard.
The only way you can get either of those is if you have a child born in the United States.
The only thing illegal aliens without children are entitled to is emergency care -- which we should afford to every human outside of extremely egregious examples.
Also, I have never seen this whole "we advertise benefits in Mexico". I've never even heard of that.

Not sure what you mean. Total cost of the bill was 1.4T, now it's 1.3T. This 100bn reduction is attributable to the lower than anticipated premium prices of plans on the market.
Partially. It's partially because of an increase in fines payed by the uninsured, a number of people which remains higher than originally projected by the CBO.

Which i stated earlier with my own personal situation. Wait til it hits everyone.

I don't see how this information is pertinent. It still results in a lower than projected cost of the bill (and counters the prevailing logic on the right that the bill will end up costing us many times over the CBO projections).
What happens if an insurance company loses money on its Obamacare plans? The government pays it back. So that's part of the costs that are on the back end unrelated to premiums. Also, marketing and website administration are unrelated to premiums. Those estimates have drastically increased as hundreds of millions have been wasted in state exchanges in Oregon, Illinois, Massachusetts and other states with nothing to show for it.

It will be the equivalent of a metaphorical bomb being dropped in our healthcare system.

Thanks. Thats it and you are right, that one is on both administrations. Bush did his share to screw things up. One of the reasons i have a huge fear that Jeb will be pushed by the establishment in 2016.
From 2013:
A Spanish-language leaflet that the U.S. Department of Agriculture has provided to the Mexican Embassy in Washington advises border-crossing Mexicans that they can collect taxpayer-funded food stamp benefits for their children without admitting that they're illegal immigrants.
Underlined and in boldface type, the document tells immigrants who are unlawfully in the United States that, 'You need not divulge information regarding your immigration status in seeking this benefit for your children.'
The USDA's Supplemental Nutrition Assistance Program (SNAP), commonly known as food stamps, is funded in order to prevent hunger by helping poor families maintain a basic level of nutrition for both adults and children
The Agriculture Department says SNAP benefits are only to be distributed to U.S. citizens and other legal residents. On its website, it acknowledges an education 'partnership' with the Mexican government, but insists that its aim is to help educate only 'eligible Mexican nationals living in the United States' about nutrition benefits for which they might qualify.
That education partnership is carried out through a program called 'Ventanillas de Salud,' meaning 'Windows to Health,' implemented through 50 Mexican consulates in the U.S.
Judicial Watch obtained the Spanish language leaflet through a Freedom of Information Act request. An attached email dates the document to March 2009, just months after President Barack Obama took office
