That is, strangely, not the case in Atlanta. There are some con artists... and if you ride the MARTA train, you learn who they are.
The hipsters, artists, and such just don't bum here though. For the most part, they are legitimately homeless and poor as shite.
There is one dude that rides MARTA every day and says that he's a student who lost his pass... or the dude that is either deaf, blind, or diabetic, depending on the day, and has a hand written sign. They're in the minority though.

I don't see the same thing in Houston or Dallas. The problem is Austin is too soft and won't make them sleep in a jail when they pull that crap. And it's only going to get worse now that women run everything.
Luckily I actually live north of Austin so I get a break from it at the end of the day. Toll roads are like "experiencing homelessness" Kryptonite (which is maybe why I don't see them in Houston or Dallas).

So I've heard. I feel like Asheville is in the process of being ruined as well. Idk, just seems to be more assholes around there these days.
I have several friends from California who are solid, but I've met a lot more who suck. The transplants were everywhere in Montana and Idaho as well...they will eventually ruin those places as well.
