They are match sticks on a surface. You could either walk around it or turn it 180. Either way you haven't moved a match stick (0 moves).

You have a thousand $1 bills. You also have 10 envelopes.
How do you distrubute the dollar bills in those 10 envelopes, so that no matter what amount of money I ask you for between 1 and 1000, you can hand me some combination of envelopes and always be assured of giving me the correct amount of cash.

Duke beat me to it, dammit. The first 9 are obvious to programmers and the only possible combination for sums 1-511. The only non-obvious part is what about 489? Conveniently, 1000-489=511, and you already have a solution for 1 thru 511.
