This isn't supposed to be used in the literal sense. Neckbeards are the same thing as Betas.

Neckbeards are a subset of Betas.
Usually neckbeards are notorious for an over-emphasis on their pseudo-intellectual online personality. A over-compensation for their contrasting real life counterpart.
A good way to determine a neckbeard is to observe the following:
- Does he/she like to involve himself/herself in a mindless online argument to justify some kind of victim/intelligence complex.
- When he/she is responding to a reply. Do they individually quote sentence from sentence from the original reply(thus removing the context)and respond in poorly reasoned small paragraphs.
- Do they often like to use large-ish words, post definitions as replies, and cite Wikipedia to appear well-versed in the conversation topic.
- Do they love UNIX commands?
If they do the above. They could be a neckbeard.
