Every home does, but it's such a huge issue here b/c of the clay soil & drought conditions. Some areas are worse than others. Irving for example is horrific. IDK if they showed the pics of the cracks on this link (can't click on it right now) but I saw it on the news this morning. They are not small by an means.

It said up to 3/4 of an inch. Probably the clay is consolidating. They should get ready, it'll snap back when it rains. But if it's on deep foundations, shrink/swell shouldn't be an issue.

The 2 pictures that I found looking around online looked like 1 picture had a bunch of shrinkage cracks and the other picture looked like a lack of control joints and a crack just chased a cold joint from when they poured it.

There could be a lot of issues with what caused these but I think shutting it down is a PR overkill.
