For me, there are only 2 rappers that are on pac's level with lyrics those being Z-RO and Eminem

Pac. I think Kanye is a much better musician/producer/writer than he is a rapper.
For what it's worth, I think Nas is the best pure rapper around, just based off of lyrics and flow. Illmatic is a classic and there still aren't many rap records that can even come close to that one.

Em is a fantastic rapper, but that doesn't always translate into great music. Talent-wise, he may be the most gifted rapper in the game. I just wish he was as good at overall songwriting as he is at his verses.
