When a catcher drops a third strike he must make a play on the hitter. But what happens if there are runners on base? CAN they run? Are they FORCED to run?

If there's a runner on first, the batter is out as he has no open base to run to...
If there's not a runner on first, the catcher has to throw to first as it's open; it's also a live ball so runners on second and/or third can run...

If there are two outs, it's basically like a ground ball on the infield. The batter must run. Other runners must advance if forced. If the bases are loaded, the catcher only has to touch home plate.

This is only true if there are less than two outs. If there are two outs, the batter must run and other runners must run if they are forced.
The reason the batter doesn't run if first base is occupied with less than two outs is to prevent the catcher from dropping strike three on purpose and starting a double play.

or can tag the batter

Does not have to be drop, gets dirt in any manner. The only "force" situation is the bases loaded two out situation already described. Tag batter is first/best option. Batter leaving plate area (dirt surface) toward dugout gives himself up without any play by defense.
