What determines a top program? Is it overall history, current history, money? Just curious on what qualifies as a top program.

All of the above. Mostly its history. Programs that claim championships and have been winners for decades are going to be your top programs.
Really, you've got the Big 5: Alabama, Oklahoma, Ohio State, Notre Dame, USC
Then you have the next 5: Michigan, Texas, Nebraska, Tennessee, Penn State.
Then you have the next 6: LSU, Georgia, Auburn, Florida, Florida State, Miami
After that it becomes a bit tougher. But the next grouping would consist of Michigan State, UCLA, Arkansas, Texas A&M, Ole Miss, Clemson, Wisconsin, etc.
But then there are the programs that don't fit in any of the above boxes but that are a force. Virginia Tech, Oregon, Boise State, and a handful of others are legit Top 25 programs for the current generation. But they have very little history to speak of. Those are the ones that are hard to peg.
