If 75% of the money is coming in on Missouri, but the line is staying at TN -3, what does that mean?

Missouri has a defense--sometimes. I am picking Tennessee because of the mood in Rocky Top now.

I went with the Vols because I really really want them to win.

The public likes Mizzou, but the books like UT to win enough to take the risk on not middling the money.

Gotcha, that's what I was going to say. I guess this would imply bigger average bets on TN meaning the smarts are taking TN.
Pretty sure any book out there would be shifting the line if actual $ was anywhere close to that one-sided
With just a quick look at ESPN, it looks like a few books are actually trying to encourage more bets on Missouri by giving better payouts on that side of the spread:
MIZZ: 105
TENN: -125

Exactly...for all the blah-blah about 50-50 & make the 10% juice, the books will play the game too if they feel strongly one way or the other...

That's not how gambling works.
It may be 75% of bettors, but it's not 75% of the money or the line would have moved.
They don't care who wins. They aren't picking anyone to win. They aren't saying UT is 3 points better. They are setting a line with an attempt to get even money on both sides which apparently it so far has been since the line hasn't moved.
