This is all per Bruce Feldman's twitter. Early Enrollees will be allowed to sign their LOI as early as August 1st.
Changes the game drastically.

I'm skeptical that this is true.

So little information out, until now, about something that needed to happen.

From what I've read, they can sign financial aid agreements but not LOI meaning that the school would be obligated to provide a scholarship but it's not binding for the athlete

Note that midyear enrollees still cannot sign NLIs (except for junior college transfers). So the impact may be limited if coaches are unwilling to sign a prospect to a financial aid agreement that locks the university in to providing a scholarship but does nothing to commit the prospect to the university.

State fans fapping everywhere now.
According to some, this is why they suck at recruiting.

Nope. Just the financial aid agreement. I doubt it changes much.

I think it locks the school in. Protects the prospect, which is how it should be

As long as the prospect can't back out at the last minute it's fine. But if the school and student aren't protected it isn't worth anything.

I'm more of the opinion that the school doesn't need protecting. The schools hold the vast majority of the power in the situation. If this change keeps kids from getting squeezed out of a class after committing early, I'm all for it. If the school thinks they may not want a kid in the end, they don't have to sign the scholarship papers.
Fans all want kids to sign and be locked in really early because it helps their school. My thinking is that these prospects should be given every opportunity to make the right decision. It's a HUGE life decision.
FTR- I'm not advocating committing early with the intention of shopping around. Sometimes though, circumstances arise that necessitate it. It would be a shame for a kid to not be able to make the right decision because he was locked in in August.

There's also the point though that if a kid knows where he wants to go and wants to get all the attention off of him, signing early would allow him to do that and focus on his SR year.

Then he can sign the scholarship papers as a symbolic gesture and tell the other recruiters/media to stop calling him. Most attention is brought on by the recruits themselves. That's not always the case, but for the highest rated players, their senior seasons will attract a ton of attention anyway.
Basically, I'm willing to risk a few recruits dealing with a little unwanted attention if it means other recruits won't get stuck with decisions they'll regret.

Isn't this what Saban has their kids sign that says if they back out they can't sign with another SEC school?

Unless he signs something that binds him to the school, there will always be speculation about him flipping. I was more talking about attention from other schools than media.

You don't have to sign in the early period. We shouldn't have to set up rules to keep people from harming themselves. If you make a mistake too bad. Learn from it. A few recruits shouldn't be hurt because others don't know the pros/cons of signing early.
