It is only a runoff when the offensive team is out of timeouts. For example, there are two seconds left, you can't get your FG team out there, so an offensive player just punches a defensive player. That stops the clock, and gives you time to get your FG team on the field in college.

Irrelevant. Ref should have been standing over the ball as NC had not completed its subs and Tenn as not given an opportunity to match
