It depends on how you define "gives to the federal government." Texas has 0 income tax revenue as you are well aware, and it makes up for this by increasing tax rates on things like sales and property tax, as well as providing very limited services. This still doesn't produce enough revenue to pay for the services it provides without federal dollars for things like education and health services. They would need to increase taxes by way of an income tax to survive on their own, which would probably not go over well with most Texans, even if it came with an independent Texas.

*ETA Having thought this through more (way more than I should be) the state income tax would replace the federal income tax, so I think it could work. Carry on, Texas.

It’s pretty simple. If they seceded, citizen’s federal income tax would not got to the USA, but to Texas. There would not be a net-new tax, just a shift in who receives the tax dollars already being paid.
