University police being bitches. That’s pretty funny he removed the tire to have the lock removed.

The university police don’t decide whether or not to pursue prosecution. That’s entirely up to the district attorney or whatever it is called in Georgia. Also, his case in Clark county (where the university is located) has apparently been resolved. Always a good idea to direct your ire at the correct people.
