70 scholly cap and 5 years of eligibility, no more redshirt nonsense.
70 scholly is 3 deep at every position plus 4 specialists.
5 years of eligibility keeps more 5th year seniors around and lowers the average signing class numbers.
Although the top schools will still hoard the 5 stars, many of the 4 and 3 star diamonds in the rough will distribute out to other programs.
It won't completely close the gap, nor should the gap be completely closed, but it will increase parity.
To make up for lost schollies, give shite schools a 100 scholly limit. Div 1AA etc. Whatever it takes to make up the difference so student athletes don't get the shaft on free ed, in general.
