It ain't just bowl games...even prior to 2020 in person attendance was down across most of CFB. The game is just becoming less and less popular across the board, in my opinion. This is why we have seen 2 different QBs in the SEC have arguably the best seasons a QB has ever had in 2 consecutive years...and a third one do almost as well this year....they SEC has changed holding and pass interference to facilitate more scoring. Its blatantly obvious....especially holding. Fans aren't hardly interested in 100 point games they sure as hell ain't interested in 10 point games. Just like a juiced baseball of changing charging in basketball or offsides in soccer...all it takes is a subtle change in the way the calls are made to make a HUGE impact on the field. Given some of the names who have played QB in the SEC prior to 2019 is it really possible that 2 and possibly 3 of the best seasons EVER happened in a 2 year span....with records SHATTERED against individual opponents? CFB is becoming irrelevant across the board and is trying to make it more interesting to fans. Football isn't as popular as it was even one generation ago....in 3 it will almost not exist at all.

I think the made-for-television time slots are partly a factor for lower attendance. The big factor being that all games are on national television now. No regional broadcasts. No PPV.

The 12pm ET kickoffs suck arse. The 8/9pm ET kickoffs suck arse. Constantly playing games at 3:30pm ET during late Summer in the South sucks arse.

Viewership was down in 2020 pretty significantly but that it likely just a COVID speed bump. ADs will complain and worry a bit about attendance but as long as the TV money is correct, they’ll live with it.
