Again, as said above... times ... they have changed. During Nebraska's hay day, they had the prime time games most of the time.. .while others were not on tv. Between that and those grain fed big boys, yeah... they had it, along with coaching.
The media made Nebraska as well. Look, we can get to a point of competing once again. Perino did it, Holtz did it, Nutt did to a lesser extent. Bryoles, Hatfield.... again though, in the SEC against national brands, it will always be difficult.
How does it change? With somewhat better recruiting especially on the lines,... Better coaching, and I think we will have that in time with CSP learning a bit. And stacking our Red SHirt program, walkons etc.

But how was that suppose to happen if they had recruiting disadvantages?
Back in their heyday, Nebraska was pretty much the premier destination out West. USC, UCLA, Washington and ASU all had some good teams, but they were not as consistently good as Nebraska.
Which leads to another advantage. The were consistently good because they had a line of good coaches. Bob Devaney and then Tom Osborne was there for 24 years. Everything went downhill when Osborne retired.
The strength and conditioning, and the cheating, obviously helped as well.
