After re-reading the bylaws, you might be right.
After a Notice of Inquiry, the NCAA Committee on Infractions (COI) can investigate and issue a Notice of Allegations (NOA) if violations were deemed to have occurred.
Since this case is going through the Independent Accountability Resolution Process (IARP) instead of the COI, there is still a Notice of Inquiry but you are correct, there is not an NOA as we have termed it the past.
However it's termed in this instance, there must be an inquiry with allegations in order for it to enter the IARP, because the IRC first must review and evaluate said inquiry for merit. This gets passed to the Complex Case Unit (CCU), which appears to then issue what we would previously deem as an NOA.
So it appears that LSU has received a Notice of Inquiry (with allegations), but we don't yet know if they have received an NOA from the CCU.
I'll try and amend my previous post to make all this bureaucratic jargon more clear.
