If the case against LSU is so strong why has LSU still gotten no NOA and why is it going to the IARP?

Looks like they're going in order. Arizona just got theirs a few days ago. Or maybe they have and it hasn't been publicly released. We do know the NCAA has made accusations in some official capacity, because LSU's enforcement staff responded to it.

My guess is due to the unprecedented complexity of the case and institutional cheating being done by both Football and Basketball under roughly the same window of time.

The head coach arranging payments for 11 different players in exchange for their signing with a program is truly astounding. The fact that he still hasn't backed down is even worse. LSU basketball is about to be torn to the ground. Your best bet is to simply hope the football program doesn't get taken down with it as collateral damage.

Any infractions case begins with a Notice of Inquiry (with allegations) sent to an institution from the NCAA enforcement staff. After an institution receives a notice from the enforcement staff, they or the NCAA can request referral to the Infractions Referral Committee (IRC).

The IRC reviews the inquiry and if it concurs, can elevate the case to the Complex Case Unit (CCU), which is where the actual investigative work is done.

The CCU brings its findings to the Independent Resolution Panel (IRP), which reviews the allegations brought forth, as well as the school’s response. They hold a hearing, decide if violations indeed occurred, appears to then issue what we would previously deem as a Notice of Allegations (NOA), and then administer penalties if necessary.

The Independent Accountability Oversight Committee (IAOC) overseas the entire process.

Thus, the Independent Accountability Resolution Process (IARP) consists of the Independent Accountability Oversight Committee (IAOC), which oversees the IRC, CCU, and IRP.

Therefore, if the case is already in the IARP, then LSU has received a Notice of Inquiry (with allegations), reportedly alleging:

The referral from two NCAA committees to the IARP reportedly stems from Wade’s “lack of cooperation” to provide cell phone records for 13 months.

If the IARP finds that LSU committed Level 1 or Level 2 infractions, it allows the university to fire Wade with cause, per his amended contract.



ETA: Better distinction between a Notice of Inquiry (with allegations) and an NOA. Maybe?
