No possible way it passes, especially considering it is an election year.
Also, I don't think it would be legal (as it would still be illegal to grow, sell, etc) so much as decriminalized.

only because americans as a whole a idiots. if you made it legal for people to go down to the circle k and buy it it would make a noticable difference in violent crime.
