Incorrect. The universities, businesses, and other entities need to be able to demonstrate they can successfully maintain safety protocols. But they can not do that when people refuse to adhere to them. Which makes them liable and why we will not have sports like we are use to in the fall.

This is not about politics nor forced shutdowns. The universities had full intention on operating in the fall with support of government both on campus and on the field but with certain safety protocols to ensure the safety of those involved even the spectators. The problem are people who refuse to follow a simple protocol.

So again they are not being forced to shutdown but since we have those who feel they have something to prove and not follow safety protocols the rest of us have to suffer.

You don't know that public universities are government entities?

ETA: Nothing should be shut down, masks do nothing, and social distancing is pointless. The government is the problem here, not the virus.
