I would wager that the main point behind this decision is that there is not uniformity in non-conference schedules, therefore there may be teams that have non-conference opponents that aren't allowed to play at all. So, the only way to make the season as fair as possible is to eliminate the non-conference games and just have everyone play teams in the conference.
