Texas has some of the lowest per capita testing in the nation. They don’t even know if they have an outbreak or not.

Yes, but they've been pretty strict on the stay-at-home orders compared to other far worse off states.

Also, at this point measuring cases just doesn't really matter. As you said, states are testing at various degrees. A better way is measuring fatalities.

For instance, Vermont only has 321 reported cases yet they have 16 fatalities.... I can guarantee you there are far more people with the virus than 321 to have that many deaths already.

Texas only has 56 fatalities from this so far, so that tells me the virus is not as widespread there as in other states.
