That poster you quote is a fricking idiot. Any locker room that is built to any modern code has its own AHU. Period. Chilled Water or not. If there is a project there and the area has been worked on, then it has to be updated to current ventilation requirements, which are pretty strict for a space like that. If it’s as hot as more than one person has said, then either the unit was turned off or the Chilled Water was valved off.

I managed the retrofit project of all HVAC systems at Bridgestone Arena in Nashville over two years and am currently a year into a similar project at the FedExForum in Memphis. I know a little more about locker rooms than you and your bulletin board buddy.

I'm assuming the front end of BMS the locker room AHU is on is capable of trend logging. I'd love the see the set point and RH% data between 2:30pm and 11:30pm that day.
