With the current roster it's hard to see a scenario where he wouldn't have gotten more targets this year, but plenty of UGA kids without the best stats get drafted - including Nauta. He went low because he didn't test well.

I recall an interview with Kirby about throwing to the TE. He essentially said you put the ball in the hands of the players who will make the most happen. I suspect that has more to do with Nauta's lack of production than anything else.
