Here is a 5 year study from 2 years ago based on blue-chip high school players from each state:

1.) Texas
2.) Florida
3.) Cailfornia
4.) Georgia
5.) Ohio

Also, here is a link to last year's starting quarterbacks in the NFL by High School State:

1.) Texas (8)
2.) California (6)
3.) Florida (2)


There are a ton of different measurements you can look at here. I believe Texas, California, and Florida are top three and each can carry their argument of #1 every day of the week.

Texas and Florida can but disagree about California.It lags way behind both when it comes to P5 signees and only had 5 more
than state of Georgia.Kids out there just aren't participating
in HS FB like they used to.Its also one of the reasons why the Pac 12 is somewhat down.
