North Africa has had some historical success as well

1. African nation (not counting Egypt, who's already been there done that)

2. State wins. Figure gotta luck out somehow sometime. After all, people do win lotteries.

3. Man colonizes another planet. Man will destroy itself long before it can even get a craft to another planet. IF somehow man doesn't destroy itself, it will go so completely soft and limp with social justices that even making a rocket will look to masculine, thus not allowed to blast off.
