The entity in possession of those tapes is. Want to try again? You think the FBI doesn't have to follow federal laws because the NCAA isn't a federal entity. Good god man

He's probably going through the NCAA bylaws right now to try and make a counter argument to the NCAA forcing Wade to consent to acquiring the tapes. The NCAA will find a way to get them. He (and the rest of the LSU fans) is naive in thinking the NCAA will just ignore that those tapes exist.
