So if you're right (doubtful) and Wade has to consent, then the NCAA can certainly force him to consent or he would be obstructing their investigation.

This isn't a criminal case so he can't just tell the NCAA to go frick themselves. He has to comply, it's in the NCAA bylaws that you continue to point to.

Want to point to more law that you're wrong on?

Eh maybe, but Dawkins would have to consent as well since he is also on those tapes
