Its a very rare mental disorder and is the result, from what I understand, of some very serious mental issues that contribute to the condition.

Some people cannot function in the world. Maybe they did something because another personality said they should, maybe their cat told them to do something, maybe they are so far gone they don't really know why they did something.

That having been said, you will always have people try to abuse mental illness as a defense for their crimes.
