I think I'm correct -- and somebody who knows better please correct me if I'm not -- in saying that the Heisman has always been presented around the first week and a half of December, and before the internet, ballots had to be mailed in. Conference championship games have only been a thing since 1992, so the real reason for all of this is that the Heisman organization (Trophy Trust nowadays, I believe) has never adjusted to this new season format. So even with internet balloting, it's still cutting it too close to accurately assess performance in championship games. They probably think that point B is basically the issue. What are they going to learn in one more game?

Now, it is dangerous to do what I’m about to do, but I assume the OP was meaning to say that voting should take place after playoffs when he said championship games.

I make that assumption based on the fact that the conference championship games do take place before the voting and have for a long time.

The only meaningful change would be to wait until the whole season is complete including the bowls and the playoff/national championship.
