But this has never been the call on a fumbled ball. The player would have to have control of the ball, which Mond did not have.

What are you talking about?? He grabbed the end of the football before his knee even hit the ground. He stood up with the ball in the exact same position in his hand.
The ball never moves once he touches it.

Well here is the entire sequence from the time Mond has his hand on the end of the ball until he starts to get back up. You can see the ball is definitely in his grip and it is not moving. It is not "pinned" to the ground in any way, it is gripped. He has it when his knee is a foot off the ground down to contact with the ground. He is clearly picking the ball up while his knee is still on the ground and the ball continues coming up as his knee comes back up.
