so a ball carrier loses the ball fumble on the ground, the play is whistled dead as soon as he touches it?

Only if the offensive player had a knee or elbow or something else down signaling the end of the play.

If he was touching the ball when his knee was down and he started to stand up and continue the play after gaining possession, then yes. He would be down where the ball was when his knee was on the ground.
