I think the jury is still out that. Jalen always looked great against average defenses - and was even offensive player of the year in 2016.

I agree with the others - #13 is the reason for the offensive improvement.

Jalen looked consistently terrible as a passer even against bad defenses last year, much less average ones. Tua was always going to overtake him, but going from Kiffin to Daboll, who had zero interest in coaching or developing him, really killed any chance he had of making it a legitimate competition.
