FACT: like many cities in the south, Baton Rouge has been and largely remains a very segregated town. The more wealthy live east of the downtown area where most of the poor people live. Just like anywhere else, the poor communities are where the crime is.
There are segments of downtown BR that have become and are becoming gentrified, but that doesn't fix the slums...just pushes them over maybe causing more issues.

You’ve basically explained the Northern and Midwestern cities as well. Not quite sure about the West Coast but Las Vegas is segregated but the violent crime is much lower there. Property crime is skyrocketing though, and eventually that brings the violent crimes back up.
