What "average fan" are you talking about? In this day and age, if you aren't close to selling out your available seats as season tickets, you're in trouble financially. At most schools, reserved parking is a perk of purchasing a season ticket. At A&M, there was a little bit of grumbling when the passes were no longer included with season tickets, but that was due to the fact that the parking was actually run by (and paid to) the parking service that controls campus traffic and parking rather than to the AD, so the AD decided to simply pass through the cost directly, and give folks the option.

I suspect that we're not the only school where that is the case. Parking is a big deal on school days, not just on game days, and raising the funds to pay for that is a major issue that transcends football.
