To them it means you don't feel they are getting paid enough and you're giving them pity.

Well the funny thing is on base I was getting my hair cut I had an old Korean guy cut my hair and when I was done he gave me a massage a neck pop and everything I was just assuming he was wanting a tip so I gave him one
