1. Lock
2. Stidham
3. Bentley

Lock is a lock: the big question is how much will the offense change with Dooley at the helm at OC, but his UTjr. teams were in the top 3-4 in the SEC in passing offense during his time there, so it may not change too much. Lock has some talented WRs returning with him as well....
Same with Stidham: Gus' offense will allow him to flourish, and he also has several top receivers returning as well...
Bentley is a bit more of a toss-up, depending on the OC change - although that's not a huge change as McClendon was a co-OC beforehand - and the fact that USC's offense hasn't been that great. But the potential is definitely there, and USC should have the deepest and most experienced WR corps in the SEC returning for 2018 for Bentley to throw to....
Tua looks OK, but his sample size is pitiful. But its Alabama and he'll undoubtedly have a host of excellent WRs and a deep OL blocking for him, so.....
Fromm also has questions, due to losing the powerful backfield tandem in Chubb and Michel, which the UGA offense was built around, as well as his top receiver from last season. Fromm had the 5th-most passing yards last season due to this as well as playing in as many as 3 more games as others in the SEC:
I was tempted to place Vanderbilt's Kyle Shurmur ahead of Tua or Fromm - he had more passing yds, more TDs, and a better passing rating in 12 gms than Fromm did in 15. The only reason I didn't was Shurmur's losing two of his top receivers from last season, but he still could end up with better numbers next season if their roster depth develops at WR....

Lock is the best pure passer. Bentley has the tools but needs to be more consistent. Stidham is as good as anyone when he has time. When he had trash around his feet he is not that productive. Tua and Fromm will only get better. Fromm made some huge 3rd down throws vs Bama. I think that will really help him develop. Plus playing in 3 consecutive high profile games at the end of the year and playing well. Lock,Fromm,Stidham, Tua, Bentley
