Personal fouls have ways been that way. The only reason we're even having this discussion is the fumble. Were the runner cleanly tackled, it seems people wouldn't have this mental hang up about the enforcement. The play was retroactively dead when the runner lost the ball because of the penalty. It's not sloppily written. That is the intent of the rule.

I agree. I think it is overly harsh though. In most cases you take the result of the play or the penalty. In this instance they basically got both minus the bad outcome of the play.
