So 7 teams would get 5 home conference games while the other 7 would only get 4 home conference games? That sounds "fair". I guess you would have to have one division play 5 and the other play 4. Only fair way to do it.

A certain school always gets 5 home, 1 neutral, and 3 road conference games in the Big 12. See if you can guess which one.
