Unless the victim, remember these are high schoolers, has a lot of inner strength, proceeding to press charges is daunting and a very stressful challenge. Many victims will simply choose to try to go on with their lives rather than press charges.
That being said, I don't know that I or my family could live with the possiblily that our failure to report might result in more victims.

It would take a lot of courage. Get real. Tuition is $20k per year. Mum and Father would not put up with it.
Even though it has been more than 13 years, Mum and Father would take an ax handle to Freeze. Worse beat up than Petrino after the boyfriend found out.
