It's a punishment for the coach personally. It means if any school proposes to hire him, they have to "show cause" to the NCAA why they think there's a good reason, that they have procedures in place to make sure he follows the rules, etc. and get the NCAA's permission to hire him. It makes it really hard for the coach to get another job because no school wants that headache or the negative spotlight.
