Is Twiggs the same guy Greg Allman later ratted out and got locked up to avoid going to prison himself?

No, that was Scooter Herring who was also a road manager for Gregg. Basically, Herring was Greggs personal dealer and he was getting his supply from a much larger operation that the FBI was onto. They nailed allman to get herring and on up the ladder. IIRC allman acted as a witness or something against herring for a reduced sentence (details are a little fuzzy but it's written about plenty around the web)
