Exactly so. Free speech protections are even stronger at state universities because the 2nd Amendment is all about the government curtailing your right. In this case protest and speech would come up against this.

UT has never been able to do anything about the billboard size abortion displays either nor the street preachers that are highly disruptive.

While you can technically forbid disruptions, you can't single one group out over another. IOW, this is fraught with potential problems.

That said, making it a felony is fricking insane.
