There is an average of 16 players on the basketball team so one could imagine using TOPS for 3 good players.

Are you really failing to see how this helps in regards to baseball? You can offer a kid the same scholarship as an out of state program. It doesn't count against your baseball scholarship but it counts against theirs. The worst 3 players on any basketball team do not contribute in actual games. You need more than 12 guys to contribute in baseball
