Did College Football Playoff Committee mess up?

How is it that Michigan did not fall a spot after losing to Iowa? Should Louisville have gotten into the top 4?
I think Michigan should have AT LEAST dropped to 4 or 5 after losing to an unranked Iowa team. Most teams drop at least a few spots for losing to a ranked team, I just do not see how this makes sense.
Thoughts?
