Each post is evaluated based on quality. If it sucks, it won't move the thread to the top in the hopes that less people will have to read it.

Thanks for the info. I would hate to be the moderator that had to read every single post.
edit for National Association of Development Organizations feller: Course, you could divvy up the posts among moderators, but how do you do that?
