I can't see any positive reason to display a picture of someone who is differently abled.
i can't imagine you have the depth of intellect to tell you that it is odd or inappropriate to use such a picture and that I am not surprised.
Lastly -- since it is not something in the public domain - It's not John Travolta, or Butch Jones - it is a private individual who might really really take exception with you using it.
It says a lot about our society that you don't seem to see anything wrong with using it.
