re: UF will not be playing in BR nor will any rules re: SECCG be changed.

Don't think there is anything in the rule book that says you must have 8 conf games. It goes by winning percentage.

I may be mistaken, but I read earlier this week (no link, my apologies) that 8 conference games are required for each SEC team's schedule.
With that being said, if a team doesn't play 8 games, they would be in violation of the scheduling guidelines which should make them ineligible for the SECCG.
Again, I may be mistaken if what I read is incorrect.
It wouldn't be the first time. I think it will be a moot point or I would look it up.
If it's still an issue around mid November I will try to look it up again.
